[~tobad357] what is the topic's replication factor set to?

One of the reasons you could see such issue is that the topic gets deleted 
while a producer is still producing to the topic. Though, the topic gets marked 
for deletion, as producer is producing the topic, kafka will re-create the 
topic, if auto topic creation is enabled. However, none of the partitions will 
be created as the topic is marked for deletion.
