[Discuss] Remove producer configs deprecated in 0.9

Hey Guys,

Following producer configs were deprecated in 0.9, it might be a good idea
to remove them in 0.10.

   - block.on.buffer.full
   - metadata.fetch.timeout.ms
   - timeout.ms


Does this sound OK? KAFKA-3353 is tracking this.
