    Should we set this to 1 by default, or remove this configuratrion, if there
is no use case for having DefaultQuotaDelayFactor > 1?

case for having this DefaultQuotaEnforcementBlackoutSeconds?

    If we keep recording rate during DefaultQuotaEnforcementBlackoutSeconds,
once the period is over, the client will be throttled for a long time anyway.

    The import causes the following compilation error. Removal of this line
solves the problem.

/home/lindong/linkedin/kafka/core/src/main/scala/kafka/server/KafkaApis.scala:21:
 object HandlerProcessor in package handler cannot be accessed in package
com.sun.xml.internal.ws.handler
    import com.sun.xml.internal.ws.handler.HandlerProcessor.RequestOrResponse
