Introduce an operation that makes explicitly selected retained records
AVAILABLE again in the same share group, while preserving delivery eligibility
and retained processing metadata outside the selection.
Applications may need to reprocess selected inputs after correcting a
transformation, repairing an application defect, or recovering a durable
processing manifest. Current RELEASE acknowledgements apply to acquired
records, while partition offset reset does not preserve an arbitrary sparse
selection of completed records.
For example:
Previously completed:
Worker A: 100–104, 150–154
Worker B: 105–149
Requested selection:
100–104, 150–154
Expected result:
A’s selected records become AVAILABLE again.
B’s completed records remain excluded from delivery.
