sanghyeok An created KAFKA-21400:
------------------------------------

Summary: Consider removing copartition request normalization once
client ordering is guaranteed by version compatibility requirements
                 Key: KAFKA-21400
                 URL: https://issues.apache.org/jira/browse/KAFKA-21400
             Project: Kafka
          Issue Type: Improvement
          Components: group-coordinator, streams
            Reporter: sanghyeok An
            Assignee: sanghyeok An

*Background*

Clients currently do not guarantee the ordering of copartition groups or their
topic indexes. Therefore, the broker’s {{matchesCopartitionGroups}} copies and
sorts the request data before comparing it with the stored groups.

*Proposal*

Update clients to sort copartition groups and their topic indexes before
sending them.

If a future compatibility policy requires a particular broker version to
support only clients at or above a minimum version, and {*}all supported client
versions include this sorting change{*}, consider removing the broker-side
request copying and sorting logic.

Until that guarantee exists, retain normalization for compatibility with
clients that do not guarantee ordering. When removing normalization, also
consider validating the request ordering and defining how to handle requests
that violate it.
