The condition of enabling `partitioner.rack.aware` is not only related to
"custom partitioner" but also `partitioner.ignore.keys`. It only takes effect
for records without a key, or all records when `partitioner.ignore.keys=true`.
The docs of `partitioner.rack.aware`, `partitioner.class` and `client.rack`
should say so.
