Internal configs are not parsed in {{ConfigHelperUtils#createResponseConfig}} 
which results in {{ConfigDef::convertToString}} throwing {{ClassCastException}} 
when invoked via  {{ConfigHelper#createTopicConfigEntry}}

This is reproducible by testing against the newly introduced internal 
configuration {{mirror.replication.throttled.replicas}} which is of type list
