Our system test dependencies are hard to maintain: the S3 mirror needs manual
upload, the Dockerfile and Vagrant file must be updated separately, and the
Dockerfile grows by two curl lines per release.
This ticket proposes a base image on GitHub Container Registry containing the
released Kafka binaries, built by a GitHub workflow after each release. Both
the Dockerfile and Vagrant can pull from it, and the S3 mirror can be dropped.
