Streams groups support broker-side custom task assignors. A custom
implementation
may return an invalid assignment, but the coordinator currently does not
validate several assignment invariants before accepting the result.
No issue has been identified in the built-in sticky assignor. This proposal
adds validation to detect invalid output from faulty custom assignors and
provide a clear error before that output becomes the group's target assignment.
For example:
# Member A currently owns task T as active.
# A custom assignor returns T as active for both A and member B.
# The coordinator accepts both target assignments.
# A retains T because it remains in its target assignment.
# B waits for A to release T.
While A retains ownership and the conflicting target remains unchanged, B cannot
complete reconciliation. The coordinator does not report the invalid assignor
output as the cause.
