It has two wasteful behaviors.
# it runs both modes
# the mock tests (testCommandConfig, testDeprecatedAdminConfig, and
testCommandConfigAndDeprecatedConfigPresent) still spin up a cluster instance
Patching up the above behaviors could send the speed into the stratosphere :)
