Streams documentation: new section covering the topology description plugin
feature, configuration (group.streams.topology.description.plugin.class,
topology.description.push.enabled), how the push/describe cycle works, and
plugin implementation guidelines. Upgrade notes for the release: new RPC, new
broker config, new client config, new error codes, DeleteGroups v3. Ops guide
additions: kafka-streams-groups.sh --topology usage, interpreting
TopologyDescriptionStatus values, troubleshooting (plugin not configured, push
not arriving, DELETE_FAILED). Configuration reference updates for both broker
and client configs.
