Since there are already two +1s, I wanted to make all aware that I made some updates to the design as a result of the discussion here: https://lists.apache.org/thread/otqp124y3h6h9fl2zg9fklg036r50mvs The main change is that I believe it is fine to relax the formatting requirements further to no longer include "bootstrap" controllers. This means this feature supports skipping formatting on all nodes. A consequence of this is the initial active controller might not have cluster.id in its meta.properties, and therefore needs to generate one as part of the bootstrap metadata write.
