[VOTE] KIP-1239: Batch offset translation in RemoteClusterUtils

Hi,

I'd like to start a vote on KIP-1239 which proposes to extend the
RemoteClusterUtils/MirrorClient APIs to translate the offsets of
multiple consumer groups at the same time.
