According to the discussion of KIP-966, `DescribeTopicRequest` does not support
topic id in the final. This has led to the option
`DescribeTopicsOptions#partitionSizeLimitPerResponse` only supporting the topic
name.
This jira is being used to trace the implementation of topic id support for
DescribeTopicRequest.
