While deletion of the __share_group_state topic is a very unfortunate thing
from the point of view of the share coordinator, it remains a possible action.
By handling a NOT_LEADER_OR_FOLLOWER error code, it should be possible to
reinitialize and avoid endlessly generating exceptions from the periodic
processing.
