Gavin,

I would still like to pursue this for Kafka. While we don't need the remote
cache for our builds (we make do with the GitHub Actions Cache currently),
I think the Develocity remote build cache would still be useful for
speeding up local development. At least, I would like to be able to kick
the tires and evaluate if committers could benefit from it.
