Hi Igor, Correct. The whole point of 3.9 is to complete KIP-853. We had many email threads on this :)
As release manager I have discretion to delay the release until this is complete. And I will do that. But I do not think the delay will be more than a few days, based on what we're looking at now. If you have a feature that you've been waiting for 4.0 for, then you are unblocked.
