Hi Arpit, By committer it is meant a person with write access to an ASF project (for example Apache Kafka). Towards the end of this page you can see what needs to be done to become a committer: https://kafka.apache.org/contributing.html . Committership happens on invite basis and it's done by the merits described in the link above.
