In `TopicDeletionManager.completeDeleteTopic()`, `controllerContext.removeTopic(topic)` will be done after deleting topic znode in `client.deleteTopic(topic, controllerContext.epochZkVersion)`. This will trigger `TopicChangeHandler`, and process `controllerContext.removeTopic` aggine in `processTopicChange`.
