Hi. I'd like your thoughts on https://issues.apache.org/jira/browse/KAFKA-9590?jql=text%20~%20%22limit%20topic%20partitions%22 (tldr: its about limiting number of topic partitions via a read-only configuration).
I am going to start writing a KIP for this soon, and will share on this thread as I make progress. But I thought it would be a good idea to get some initial thoughts / additional requirements (if any) from the community before I dive deep into the design. Thanks for your time.
