20. PartitionStateMachine.initializeLeaderAndIsrForPartition(): why is the
following line removed?
partitionState.put(topicAndPartition, OnlinePartition)
21. PartitionNoReplicaOnlineException seems long. Is it better to use
NoReplicaOnlineException?
22. KafkaController: To compute the gauge OfflinePartitionsCount, we need to
synchronize on controller lock.
