Summary: Add the translation of JSPWiki into Latvian (lv)

Part of JSPWIKI-1325.
Add Latvian (lv) as a language of JSPWiki:
* the resource bundles CoreResources_lv, templates/default_lv and
plugin/PluginResources_lv (about 700 strings),
* a jspwiki-wikipages module lv with the 38 core wiki pages, listed in
jspwiki-wikipages/pom.xml and jspwiki-bom/pom.xml,
* its code in the LANGS list of TranslationsCheck and in the list of
WikiSyntaxConverter.
java TranslationsCheck lv compares the keys of the bundles with the English
ones.
Please take this issue only if you speak Latvian, or if someone who does can
review the result.
