Part of JSPWIKI-1325.

Add Japanese (ja) as a language of JSPWiki:
* the resource bundles CoreResources_ja, templates/default_ja and 
plugin/PluginResources_ja (about 700 strings),
* a jspwiki-wikipages module ja with the 38 core wiki pages, listed in 
jspwiki-wikipages/pom.xml and jspwiki-bom/pom.xml,
* its code in the LANGS list of TranslationsCheck and in the list of 
WikiSyntaxConverter.

java TranslationsCheck ja compares the keys of the bundles with the English 
ones.

Please take this issue only if you speak Japanese, or if someone who does can 
review the result.
