I think this was introduced in 2.8.0 as part of [1]. It is how the build process works by default and we just copy the entire bin directory to the package, while only publish subdir is actually required. We can probably drop support for legacy (unsupported) .NET versions in the next release and simplify our build process, I'll look into this.
