Remove ability to delete segments from the middle of WAL archive

Hello to all!

I found that we have the option to remove segments from the middle of WAL 
archive and thus make it invalid due to gaps. 
I'll fix it in https://issues.apache.org/jira/browse/IGNITE-13815.
