Currently MAP and LOCAL queries are executed in completely different fashion.
This leads to a number of bugs and discrepancies, not to mention obvious code
duplication:
# Local queries do not reserve partitions
# Security checks might be missed for local queries (need to double-check).
# Different event firing logic
Let's merge both flows:
# Check security and other prerequisites
# Reserve partitions
# Get connection
# Execute, firing events along the way
# Release connection
# Release partitions
