During coordinator failure scenarios new coordinator may try to publish 
acknowledgements for events that were already acknowledged.

This situation should be considered comprehensively wrt any possible corner 
cases; if it is safer from discovery protocol point of view to delete duplicate 
acknowledgements and publish them again this should be implemented.
