PFA reproducer.
Local cache creation cause AssertionError on 2.3 and NPE on 2.1 branches if no
memory configuration was set.
Error will gone on 2.1 if empty memory configuration is set,
e.i. no additional memory policy is set and cache uses default memoty policy.
For 2.3 version workaround is to create DataRegion, but there is no need to
make cache actually use it.
