Currently we initialize and start plugins ({{IPluginProvider.Start()}}) in
{{OnIgniteStart}} callback. This is not correct. Java plugin part may invoke
callbacks from its {{start()}} method, but these callbacks are not registered
on .NET side yet.
Instead, we should initialize .NET plugins in {{PluginProcessor}} ctor.
