*Problem*
When working in DUAL mode, some operations delegate to secondary file system
even if all necessary information is already in IGFS. Example: "list paths"
operation. It has to consult to secondary file system because we are not sure
that all existing entries exists in meta cache. As such, we always delegate to
secondary file system.
*Proposed solution*
Probably we can route such operations directly to seconday FS without involving
IGFS. This will save us several network trips.
