I have requested editor access to the tracking spreadsheet.

I want to flag a "blocker" regarding the upcoming release. During my legal
checks, I found that many LICENSE and NOTICE files are outdated; several
dependencies need to be documented, while others should be removed. I am
particularly concerned about the addition of several new Google
dependencies (GAX, Google API, BigQuery client, etc.) in the bundle and
runtime artifacts.

I currently have two work streams in progress:

1. PR #15449: This PR aims to relax dependency versions to simplify future
updates and correct the LICENSE/NOTICE files to accurately reflect what is
bundled. It also includes consistency and wording improvements across these
files. Please let me know if you would prefer this PR to be split by
purpose.
2. Dependency Investigation: I am investigating whether the new Google
dependencies are strictly required or if they were unintentionally pulled
in through transitivity.

In my view, this is a release blocker as the LICENSE and NOTICE files are
currently incorrect (from legal standpoint).
