Description:
Currently MapRedLocalWork instance is a field at MapWork. This is MR specific
where small table input to map join is always from a MapWork, which isn't true
for other execution engine where works doesn't need to be chopped at RS.
The refactoring moves the MapRedLocalWork to its parent class, BaseWork. Purely
refactoring. No behavor change is expected. Test output might need to be
updated though.
