Attaching patch.
This creates a new module under hive called repl, and moves
hcatalog-server-extensions' NotificationListener up to it, along with relevant
other definitions. This serves as a metastore EventListener that issues
notifications for events as they happen and includes a jms implementation which
sends the messages over a configured jms service. (This can be something like a
third-party activemq server)
