Summary: Refactor hcat scripts

As was noted in the review of HIVE-5842, there are many opportunities for
cleaning up the hcat scripts. Specifically:
* Generally cleanup (use variables more effectively

* Add {{#! interpreter}} to all scripts
* Fix indents, some scripts have 4 spaces for tab
* Trim remaining trailing whitespace
* Understand and document why there are sh and py versions
