Added a new class of MetaStorePreEventListeners which are called before an
action is taken by the metastore. They are run before most validation and the
call to the Raw Store (after getting objects like partitons and tables where
convenient). These are hooks like MetaStoreEventListener implementations, and
are currently called on all functions for which MetaStoreEventListeners are
called, though this can change.
Currently there are event listeners in the metastore which run after the
completion of a method. It would be useful to have similar hooks which run
before the metastore method is executed. These can be used to make validating
names, locations, etc. customizable.
