            At present, the Security Level label default value of newly created 
JIRA is Public, which means that all of JIRA users can see the JIRA details if 
they login in the JIRA account.
            However, I think many other new Hive users may not have the JIRA 
account, and they also want to search some valuable info from the existing Hive 
JIRA lists.  But because some JIRA's Security Level label is Public, users who 
don't have JIRA account can not find these JIRA. I think it is not friendly to 
these Hive users.


            Therefore, i propose we should set the Security Level label default 
value of newly created JIRA to None, so that the Hive users who don't have the 
JIRA account can find all existing JIRA lists. Of course, if we think some JIRA 
should be only checked by Hive committer/PMC, we can set the Security Level 
label  to Non-Public by hand.
