in tez plugins

Especially post HIVE-12959 - the various plugins should handle dagCompletion
notifications better. Relevant even without that - dag failures for instance.
e.g. drop pending scheduling requests. Avoid sending state change updates.
Avoid trying to launch new tasks. Notifications will eventually coming in
cancelling all tasks - so it's partially handled.
