A public mailing list was created, iss...@hive.apache.org, and I joined it
with the usual subscription message (issues-subscr...@hive.apache.org).
But so far it doesn't have any traffic.

Sorry I was unclear. Today RB traffic goes to the dev list. I'd like that
mail to not go to the dev list, thus reducing traffic.

Do you mean RB creation? I wouldn't be in favor of sending all RB
activity to it, since we're trying to create a low traffic list.
