If you create DeterministicGenericUDFWrapper, that basically has the same logic
as your current ConstantFoldableGenericUDF class, you don't need to change
anything in ExprNodeGenericFuncEvaluator (because it takes generic udf from
ExprNodeGenericFuncDesc, which will be wrapped class if udf is deterministic)
