Great debug breakoint, thank you Oleg!

- On macOS the Commons VFS runs all the way through
- On my local Windows the SingleAuthorityResolver has a URIAuthority of 
"host.docker.internal"
- I don't know what GitHub sees

So I think where the tests hard-code "localhost", I'll have to replace that 
with java.net.InetAddress.getLocalHost().getCanonicalHostName()

I added SingleAuthorityResolver.toString() to facilitate debugging.
