Our license file fromes from
https://repo1.maven.org/maven2/org/apache/apache/resources/apache-jar-resource-bundle/1.5/
and here https://repo1.maven.org/maven2/org/apache/apache/31/apache-31.pom,
remote resources plugin. Since PSL is not a Maven artifact, it does not appear
there.
