If you agree that this is a bug, I would like to request you to provide a fix 
asap, I know it is a corner case but we do see this issue on some environments 
blocking the business.

I've also checked latest version of library where I don't see any changes in 
the reported area where there is no exception handling during creation of IO 
dispatcher objects. So, if it is a bug, it exists in latest version too and 
thus upgrading to latest version cannot fix this issue.

Otherwise, if you don't see this a bug, can you please help me what's the 
trigger for the issue? What can be done to prevent the underlying socket issues?
