   @michael-o I ran a few tests and indeed the change has the opposite effect 
than expected. 
   
   With `TLS` as default protocol the client hello with Java 13 looks like that 
   ```
   "ClientHello": {
     "client version"      : "TLSv1.2",
   ...
       "supported_versions (43)": {
         "versions": [TLSv1.3, TLSv1.2, TLSv1.1, TLSv1]
       },
   ...
   }
   ```  
   With `TLSv1.2` as default protocol the client it does
   ```
   "ClientHello": {
     "client version"      : "TLSv1.2",
   ...
      "supported_versions (43)": {
         "versions": [TLSv1.2, TLSv1.1, TLSv1]
       }
     ]
   ...
   }
   ```
   It is obviously not something we would want.
   
   @Hakky54 I am afraid I will have to revert the change.
