Thank you for checking the change log and providing your findings.

If the changelog is not accurate then I will need to build another RC. I
hope we can avoid further conflicts among PR merging and RC builds.

Here's what went in as I was struggling with Apache resources to get a good
RC build. I believe that struggle will continue, at least in the short
term, because I got a notice from Infra that the SVN server is having
hardware issues.
