As Matt said, Welcome! Come on in, the code's fine! The way things typically work around Apache-land is that you get on the development list (which you've done), maybe lurk for a while to get familiar with the culture, and look around at the bug reports -- or whatever you're particularly interested in fixing/enhancing -- and then start assembling a patch (or patches). When you feel ready, just send the patch (as inline text) to the mailing list, or put it in the bug report if that's what you're addressing, and see how it goes.
