I've already filed INFRA-28404 [1] to request the creation of apache/fluss-gateway on Docker Hub (with apache/fluss-quickstart-spark as well). Btw, I don't think a formal community vote is needed to create the repo. The Infra policy [2] refers to requests for Docker Hub seats and asks for a link to the PMC email discussion. It does not specify a vote requirement for creating repositories.
