Every push and PR build of the Cassandra connector fails since December 2025,
because the CI matrix still asks for Flink 1.19.0 and dlcdn.apache.org no
longer hosts that binary. The "Download Flink binary" step gets a 404, tar
fails on the empty stream and the 1.18.1 jobs are cancelled by fail-fast, so
nothing has been compiled or tested on CI since then (for example
https://github.com/apache/flink-connector-cassandra/actions/runs/38073623728).
We should test against 1.19.3 instead, which dlcdn still serves. Its
commons-compress 1.26.0 pulls in commons-lang3 3.14.0, so we also need to pin
commons-lang3 for dependency convergence, like the JDBC connector does. This
only unblocks CI for the open PRs; moving the connector to 1.20 is a separate
ticket.
