The apache/flink-training repository has no PR template. As part of
FLINK-40749, add .github/PULL_REQUEST_TEMPLATE.md on master with concise
prompts for purpose, change summary, exercise and solution changes,
verification, learner-facing impact, and documentation. Link the existing
CONTRIBUTING.md guide.
