The apache/flink-benchmarks repository has no PR template. As part of
FLINK-40749, add .github/PULL_REQUEST_TEMPLATE.md on master with concise
prompts for purpose, affected benchmarks, verification, and relevant benchmark
results and execution context, plus current Flink AI disclosure. Keep prompts
appropriate for changes that do not affect benchmarks.
