The apache/flink-shaded repository has no PR template. As part of FLINK-40749,
add .github/PULL_REQUEST_TEMPLATE.md on master with concise prompts for
purpose, change summary, verification, and dependency or packaging impact, plus
the current Flink AI-disclosure section.
